There are a broad range of meanings for the term conservation. In Dictionary.com it says the act of conserving; prevention of injury, decay, waste, or loss; preservation: conservation of wildlife; conservation of human rights.

It also says; official supervision of rivers, forests, and other natural resources in order to preserve and protect them through prudent management. And this; the careful utilization of a natural resource in order to prevent depletion.

Nowadays the general population is much more aware of conservation and conservation issues than in the past. In spite of this it often seems harder to implement conservation measures. Part of the reason is the huge amount of bureaucracy involved, even for seemingly small projects or goals. Conservation efforts in urban areas and suburban areas is even harder to implement due in great part to the overlapping of governmental jurisdictions.

In his article about implementing urban conservation Frank touches upon some major points to be addressed which need to be considered if conservation in urban areas is to be realistically acheived where multiple jurisdictions have control over the same areas. Although he specifically mentions his Southern California location the same issues apply to other, or possibly even most areas of the United States where there is a large urban population.
